From the time of the posts (2005), it is not Win7. Despite that, that is pretty much what I did: removing any and all reference to U.S. English in the language settings. In these posts, they also mentioned the source of the issue being that it was still selected for non-unicode programs. In my case, it is not, as I set Japanese for non-unicode ^^;
