Remember that は marks the topic of the sentence(s). Compare the following:
テレビは私のアパートにある。
This sentence is talking about a TV (The TV is in my apartment.) A response to the question “Where is the TV?”
私のアパートにはテレビがある。
This sentence is talking about my apartment (In my apartment, there is a TV.) A response to the question “What is in your apartment?”
私は（私の）アパートにさいテレビある。
This sentence is talking about me (I have a TV in (my) apartment.) A response to the question “What do you have in your apartment?”には just carries the meanings of both に and は.

So I recieved a comment on youtube in Japanese (my video was in English).
Comment : 偉いですね。
I tried to break it up with Jisho and apparently 偉い has two meanings, depending on whether is is all kana or not. One of them good, one of them bad. It also said that that particular phrase means [good!;great!]
I’m confused on the intention of the comment, considering at most in language difference the only comment I’ve ever had was in German.
EDIT: Did I also mention that quite a few English comments had something to complain about.

Wow… I didn’t even notice he commented twice. Apparently prior to that one ^^ he said: あれこれ頼んでごめんね。
There is a whole article in Mangajin no. 55 about 偉い. I’ll try to summarize the examples it gives.
1. えらい わねー — Good for you! (when praising someone)
2. タクミ君、えらいねーっ。 — That’s really nice of you, Takumi (when praising someone for being thoughtful)
3. コレ毎日 乗ってるんだもん。えらいな。 — I can’t believe you do this every day (when being crowded while riding a train)
4. 帽子が長い ほどえらい — The taller the hat, the more important the chef
5. 偉く なったら おしまい ス！！ — When you’re the boss, the easy life is over (when discussing the responsibilities associated with accepting a promotion)
6. えら そーに… — Who do you think you are? (rude)
7. えらい えらい – Good one (when complimenting someone on a good joke)
8. はい、えらい すんまへん – I’m terribly sorry (when apologizing for something, Kansai dialect)
9. ほう そらあ えらい 早かったやないか。 — Wow, that sure was fast
10. すみません えらいこと してしもて — I’m so sorry, I have made a terrible mistake
11. 本格的に えらい こっちゃ！！ — This is a real mess!
I can’t find the definition of this word: チュー(する)
It gets a lot of hits on google, but I haven’t been able to find a definition yet. Does anybody know the meaning?

It’s a sort of “cutesy” way to say kiss, indeed based on the onomatopoeia. I’ve mostly (if not only) heard it said by females.

The kanji are hard to read but I think the whole thing is
その雨を開くのは。キミなんだ
It’s a comma, not a full stop, but otherwise I think you’re reading the kanji right. For a meaning, I’d hazard something like “that rain which opens, is because of you” but I’m not certain – the なんだ could be indicating a reason, or it could simply be for creating rapport. Also, not sure why 開く is being used as a verb for 雨. What’s the rest of the wallpaper? This kinda sounds like the tag line from a game or anime or something.

It’s from Kingdom Hearts I think but the tagline, to me, doesn’t seem to connect back to the game.
Based on the fact that it’s from Kingdom Hearts, I’d venture it’s “door” not “rain”. But I have no idea what that kanji would be in that case. It does look like 雨 somewhat, but it’s slightly more complicated.
Maybe 扉. BUt that doesn’t look quite right either, does it?
Edit – I was right. Google this キングダムハーツ “その扉を開くのは、キミなんだ”
