I dunno, I get the sense that the hip-hop scene in Japan is pretty healthy, but I don’t really have a whole lot to base it off of. But there have been some pretty big names like Krush and Honda that have been around forever, a ton of international acts always stop by Japan while touring, and there’s a lot of international collaboration (just look at the Teriyaki Boyz’ debut album).
I’m just not really sure how to measure the size and health of a music scene. Obviously the US has a big hip-hop scene, but how do we know that?
In terms of instrumental hip-hop, there’s of course Nujabes and DJ Krush. Both do a kind of chill, jazz-inspired hip-hop.
Over on the Reviewing the Kanji forums, there’s a very long thread with YouTube links. I haven’t had a chance to go through it all, but it seems interesting!
